CLX CBP/SAT Working Group/Binational Meeting Summary

Dear Friends and Customers,

Below please find a brief summary of Calexico CBP/SAT Working Group-Binational Meeting held on Thursday July 13th, 2017. 

We highly encourage you to participate in these meetings since they allow you to share any challenges or situations affecting your Imports and/or Exports. They are scheduled every 3 months and are held typically the 3rd Thursday of the month from 10:00 AM to 12:00 PM.

Next meeting has been tentatively scheduled for October 17th, 2017. We will notify you in advance once the date is confirmed.

New Cargo Chief- Chief David Kish is the new U.S. Customs and Border Protection new Cargo Chief.

ACE Export Best Practice- In order to expedite exportations (US-MX), Officer Alarcon requested our Trade Community to write and highlight in yellow the AES number on the right top corner of the invoice.

CTPAT / FAST Concerns- Officer Leyva provided good practice recommendations that will help reduce CTPAT reports and overall improvement during inspections:

  • Cable seals- Do not use cable seals in trucks or vans that have a door locking bar, you should use bolt seals, even though they are “H” Class (High security Seal).
  • Do not use small cables that do not fit the trailer or Van.
  • If long seals are used, wrap the bars properly doing an “8” figure. Ensure and control your inventory of long and bolt seals.
  • When filing e-manifest, ensure all seals are filed. Seal sequence is not of significance.
  • CTPAT shipments must be loaded in a closed and sealed trailer.
  • Flatbeds should not be used in the FAST lane. But if the merchandise exceeds dimensions and does not fit inside a closed and sealed trailer, you must advise the CTPAT Officer in charge before crossing that you will need to load in a flatbed in order to request a special permit and receive proper instructions. 

 Joint Inspection- The implementation of this new process at the Calexico Port is still in progress. However, some information was given in this meeting:

Only FAST shipments are subject to this inspection, and drivers must be FAST as well.

These inspections are intended to be in CBP premises with Mexican and US Officers.

Next Bi-national meeting is tentatively scheduled for October 17th, 2017.
