Attached please find a brief summary of Calexico CBP/SAT Working Group-Binational Meeting held on Thursday April 19th, 2018. 

We highly encourage you to participate in these meetings since they allow you to share any challenges or situations affecting your Imports and/or Exports. They are scheduled every 3 months and are held typically the 3rd Thursday of the month from 10:00 AM to 12:00 PM.

Next meeting has been tentatively scheduled for July 12th, 2018. We will notify you in advance once the date is confirmed.

 This is to inform you about the latest news on the additional duty on imports of steel and aluminum articles under Section 232 of the Trade Expansion Act of 1962.

These duty requirements are effective with respect to goods entered, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on March 23, 2018.

COMMODITY:
Steel mill and aluminum articles, as specified in the Presidential Proclamations.

COUNTRIES COVERED:
March 23, 2018 through April 30, 2018: All countries of origin except Canada, Mexico, Australia, Argentina, South Korea, Brazil and member countries of the European Union (Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and the United Kingdom).

IMPORTANT: As of May 1, 2018, ALL countries of origin, including Canada and Mexico.

Please note this is based on the country of origin, not the country of export.

Dear Customers and Friends,

 This is to inform you about the latest news on the now confirmed tariffs to be imposed on steel and aluminum which have been investigated under section 232.
President Trump signed an order today Thursday March 8th 2018 that imposes tariffs on steel and aluminum imports from all foreign countries, while carving out an exception for Canada and Mexico for now, while North American Free Trade Agreement (NAFTA) negotiations are under way.
 
The president, joined by steel and aluminum workers, signed a companion proclamation — one on steel and one on aluminum – instituting a tariff of 25 percent on steel and 10 percent on aluminum imports. The tariffs will become effective in 15 days, which would be March 23rd 2018 with exclusions for Mexico and Canada.
 
Please note, tariff exemptions to Mexico and Canada are not permanent and will be determined based on NAFTA negotiation results.
 
HTS Subheadings part of this scope include:
 
For Steel:
7206.10 through 7216.50,
7216.99 through 7301.10,
7302.10, 7302.40 through 7302.90,
and 7304.10  through 7306.90.
 
For Aluminum:
(a) unwrought aluminum (HTS 7601)
(b) aluminum bars, rods, and profiles (HTS 7604)
(c) aluminum wire (HTS 7605)
(d) aluminum plate, sheet, strip, and foil (flat rolled
products) (HTS 7606 and 7607)
(e) aluminum tubes and pipes and tube and pipe
fitting (HTS 7608 and 7609)

 This is to inform you about the latest news on potential tariffs and quotas to be imposed on steel and aluminum which have been investigated under section 232.
 
U.S. President  Donald Trump plans to sign an order next week to impose 25% tariffs on steel imports and 10% duties on aluminum.

It is still unclear if tariffs or quotas will affect only specific countries, or for how long,  but it has been discussed on earlier studies and recommendations made by the US Commerce,  that tariffs or quotas could be assigned differently depending on country of origin.

Dear Friends and Customers,

U.S. Customs and Border Protection has notified importers that as of February 24th, 2018, CBP will no longer support blanket flagging of underlying entries. Importers that currently benefit from blanket flagging should begin working with their customs brokers to ensure entries are flagged in accordance with the importers’ requirements.

Reconciliation allows an importer to identify undeterminable information (other than that affecting admissibility) at the time an entry summary is filed and provide that information at a later date. Blanket flagging was implemented by CBP to allow importers to benefit from reconciliation even if they (or their brokers) inadvertently failed to transmit the reconciliation flag on an underlying entry.

If you are a Reconciliation Participant Importer using “blanket flagging", it is very important that you notify RL Jones CHB before February 24th, 2018. Also, it is important that you please confirm the reconciliation issues that we would need to apply, such as Value, Nafta, 9802, HTS etc. This will allow us to take the necessary measures to flag your entries appropriately.
